Dr. Tierney was a member of the Institute of Medicine’s Committee on the Consequences of Uninsurance from 2000 until 2004. She served as director of the Office of Child Health at the Health Care Financing Administration (now the Centers for Medicare & Medicaid Services [CMS]). She led the implementation of Medicaid’s Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) benefit program; that program now serves approximately one-third of children under age 6 in the United States.

At the American Institutes for Research, Dr. Tierney was project director for the Substance Abuse and Mental Health Services Administration–funded Medicaid Support for Community-Based Mental Health Services project, and senior adviser for the SAMHSA-funded Technical Assistance Partnership for Children’s Mental Health, specifically addressing coordination of primary care and mental health services for children and youth; Medicaid/CHIP; and Affordable Care Act funding. She also was coauthor of Healthy Start, Grow Smart, a White House–led and CMS/Health & Human Services–implemented child health education guidance for parents, among other roles.
